Constitution, Accounts & History
The Association is governed by a written constitution, adopted in June 2009. Day-to-day affairs are managed by a committee of up to twelve elected residents, including a Chairman and officers. The Treasurer is responsible for maintaining the Association’s financial records and presenting the annual accounts at each AGM. In the interest of transparency, the accounts are published below alongside the full text of the constitution.

The Astell Street et al Residents’ Association (hereinafter called “the Association”) shall be regulated in accordance with the rules in this Constitution.

Astell Street, Britten Street, Burnsall Street, Cale Street (between St. Luke’s Street and Godfrey Street), Danube Street, Godfrey Street and Saint Luke’s Street.
The Association endeavours to protect Members’ homes and to preserve and enhance the amenities of the area by:
Open to all owners, businesses and residents in our Area.
To be Committee Members appointed by the Committee.
The Committee shall meet at least four times a year, and four Members is set as a quorum.
To be paid each calendar year by all Members of the Association. The subscription amount will be determined at an AGM and is payable within 28 days of the AGM.
The Association is committed to dealing with disputes in a fair and transparent manner. Any paid-up member who feels that they have not been treated fairly and equally by the Association can raise this with the Committee who will respond within 28 days. The Committee will only deal with complaints that relate to the activities of the Association and its Members in relation to the Constitution and its Code of Conduct. Committee Members will not deal with neighbour or inter-personal disputes in the area.
To be made at an AGM and requiring approval of a minimum of two-thirds of the Members present and voting.

The Astell Street et al Residents’ Association was founded in 1979 by a group of local residents who came together to protect the character and amenities of our streets. The inaugural committee met in March 1979, adopted the Association’s first constitution and began the work that continues to this day.
